The location of the image toolbar, brought up when clicking on an image in the editor, is tied to the top of the image. If an image is tall enough and exceeds screen boundaries, the toolbar will not appear on-screen when the image is clicked.

I have tested and it appears to be fixed. If it's still an issue, will reopen. Closing for now.

Thank you for the report Ryan. Can you please provide a screenshot and we will take a look?

Tony: The first image shows the toolbar half off-screen when the image is selected, and the second image shows the toolbar is no longer visible when the image is scrolled further and selected.
